Chattisham & Hintlesham Parish Council
MINUTES OF THE MEETING OF CHATTISHAM AND HINTLESHAM PARISH COUNCIL HELD AT
THE COMMUNITY HALL MEETING ROOM ON THURSDAY 9 th March 2017
PRESENT:
Councillors: Stephanie Coupland (chair), David Marsh, Diane Chase, Peter Eaton, Ian Bryce, Frances Self, Jamie
Bostock, John Whyman, Chris Leney and Ben Cox
Parish Clerk: Samantha Barber.
District Councillors: Barry Gasper
Members of the Public: There were 3 members of the public present.
1. Apologies for Absence
Apologies for absence had been received from County Councillor Dave Busby, District Councillor Nick
Ridley and Debbie Archer.
2. To approve the minutes of the meeting dated 9 th February 2017
The minutes had been circulated to all councillors and were proposed as a true record by Peter Eaton and
seconded by Frances Self the minutes were duly signed by Stephanie Coupland.
3. Declaration of Interest of any item on the Agenda
Ian Bryce signed the book in relation to planning.
4. Matters arising from the Minutes dated 9 th February 2017
Defibrillator – The defibrillators have been installed, many thanks were given to Les Cole and Colin Tee
for taking the time to install the defibrillators. The training sessions were attended by over 35 people and
thanks were given to Adrian Waller for his time in giving the training. Another training session will be
arranged in May. Stephanie has written to several businesses in Hintlesham and Hadleigh Health Centre
asking for donations for one for Duke Street with some success so far.
Once again Babergh have quickly responded to a fly-tipping incident in Lower Barn Road.
Planning – Ceylon House – E-mail correspondence had been received from the resident of Ceylon House
following the February parish council meeting regarding concerns surrounding the declaration of interest of
councillors and the status of the land.
The clerk had replied to the e-mail making clear the process of councillors declaring interest and assuring
the resident that the parish council had followed all correct procedures.
The parish council discussed the unprofessional way in which Babergh planning had dealt with an e-mail
from the PC questioning the planning officer’s pre- application advice, examples of similar development
and status of the land. The planning department had simply published the e-mail on the planning website
and it wasn’t until the PC complained that they removed the e-mail and attempted somewhat
unsatisfactorily to reply. The planning officer clarified the land use as follows. The land is/was
horticultural and therefore classed as agricultural use. Agricultural uses are defined as greenfield use not
brownfield. The example given of a development in Brettenham turned out to be completely different in
criteria to Ceylon House and no further similar examples have been forthcoming.
It was discussed and agreed by Councillors to write a letter to the Chief Executive at Babergh and
Chairman of planning Peter Beer to draw their attention to the matter of private correspondence being
published on the planning website, the unsatisfactory explanation of the use of policies CS2 and CS11 and
the amount of time and difficulty in contacting the planning department.
Nick Ridley had spoken to the planning officer concerned and the application may be called in to
Committee.
There was a discussion regarding properties with an agricultural tie
It would appear that Chairman of Planning Peter Beer has made the decision to allow Planning Officer
Philip Isbell to take control for the next few months of whether applications will be called in for
Committee. This would be contrary to the views of the Scrutiny Committee.
Barry Gasper spoke about the issues with planning and is hopeful with a new Chief Executive these will be
resolved.
5. Adjournment for Reports from County and District Councillors, Comments from Residents
Barry Gasper reported that there is a recommendation for a reduction of Councillors from 42 to 31 which is
being considered by the Boundary Committee. Access to officers will be available at two centres by
appointment, these will be Ipswich and Hadleigh. Currently on average 12 people visit the Hadleigh office
daily. Communication regarding the Council move to Ipswich needs improving. The Scrutiny Committee
recently looked at Neighbourhood Plans, Stowupland, Woolpit, Lavenham and Copdock presented their
own experiences of deciding for and against implementing a plan with several points raised. It was noted
that the plans would need to be modified when a new Local Plan is adopted. David Marsh mentioned that a
local company should be employed to print the Council Tax demands
Speeding – A speeding enforcement officer has returned to George Street to perform further speed checks.
18 vehicles had been caught speeding doing 40mph plus. Efforts are being made to contact the Officer to
obtain times and numbers of speeding vehicles.
VAS signs – Twelve sites are being requested as possible for the signs. A new scheme has been started at
the school with volunteer parents manning the gates at the school to stagger drop off times. A Junior Road
Safety Scheme has also begun.
6. Planning –
B/17/00206/7 – Old Hall, Back Road, Hintlesham
Erection of two-storey rear extension.
The Council discussed the listed status of the dwelling and the extension’s relation to the existing building.
The Council had no objections to the application.
B/17/00153 - Kingsway, Duke Street, Hintlesham
Erection of two -storey rear extension
The council had considered the application at the planning meeting on the 2 nd March with no objections.
7. Reports from Parish Councillors.
The BAPTC report had been forwarded to all Councillors.
Community Council – Broadband at the Community Hall is being looked at and acoustic screens are being
considered.
Concerns were raised regarding the Old Builders Yard, Duke Street, and the planning conditions of the
bungalow.
8. MUGA Update
Progress has been made with the planning application which when completed will be forwarded to
Babergh. Regarding funding Cllr Busby has pledged £5k from the Locality Budget and a grant application
from Viridor is being sought for £50k.
9. Speedwatch
An e-mail had been received from Elaine Root, Clerk of Hadleigh Town Council requesting a financial
contribution for a new speed gun. The matter was discussed and the clerk will request clarification from
Hadleigh of the cost of a gun and the expectation of how much contribution would be expected.
10. Highways
An e-mail had been received from SCC regarding a request from Cllr Busby for air quality screening which
due to a set of complicated criteria meant that the school is not eligible for screening to take place.

The Chattisham APM will be held in the Parish Church on Thursday April 27 th at 7.30pm
The Hintlesham APM will be held before the Parish Council meeting on Thursday 13 th April

The litter pick will take place on 25 th and 26 th March
